How do I place an image on a webpage?

I want to put a graphic or image on a web page.  How do I do that?  Sample graphic attached

If you have the appropriate webmaster permissions, you can create an image page element in "edit mode." Here's a quick help article to learn how.

You use the page element in your layout container to add the image.

How do you place an image on a webpage such that it does not have a board around it?  I see no configuration for the element on border nor ability to see the CSS and change it.  Thanks.
