Sorry, I recognize this post is almost a year old and you most certainly have moved past this. I just figured I'd post for the benefit of anyone else that might land on your question. I have had the same issue with the "need help" button being missing. I have noticed that it never seems missing in chrome but is missing in Edge on my home laptop but not in edge on my work laptop. Perhaps a browser setting? Anyway, I'd try a different browser flavor if this happens. You need to ask SE support for "SuperReg" permission. That'd give you ability to copy registrations to use as a template for new registrations....I assume you'd get financial access as well, for setting up store items.
